I seem to be getting troop deductions on this game, the log showed -3, 3 times last turn, plus previouse turns, so getting ZERO reinforcements each turn:

Yes that is correct you get -3 for holding
western augustus and each of Franci, langobardi, angli or saxone
or
eatern augustus and each of hunni, visigothi, sassansidae or ostrogothi

so there are 8 ways to get -3 troops or -24 if you hold all 10 regions

It says so in the emperor bonus square on the right -3 per barbarian, +1 per capital, +1 per legion on the relevant side of the map denoted by the red dotted line

Yes, barb penalty - it means you hold 3 tribes with the matching emperor (minus 3 for each tribe spawn) = -9 (but you get +9 on autodeploys if you hold the outposts too) - so actual troopdeploy stays the same that way
