Deadbeat armies to team mates

What is up with given deadbeats armies to their team mates. If your team mate is a deadbeat and gets kicked from the game why not make them neutral armies.

Deadbeating is never an advantage because as a team you will nearly be dead before the armies are transferred. More turns means nothing, except for in the case of cards.
