Your really need to put more detail into your posts. Links to games, posts, threads also help.
Did you join the tournament or were you running the tournament?

He set it up with another player. It didn't fill in a month.
I think he wants to start it anyway, with the teams that signed up....

Your tournament had not started within the 30 days that the rules allow. According to your thread title, you were barely halfway to filling the tournament, which is why I didn't go ahead and give it a few more days. We can discuss the issue further, but I would recommend that you start out with a smaller, simpler tournament for your first one. It helps you get accustomed to how things work and will give you a good start as an organizer.
Moved from GD to Tournament General Info.

The ol' thirty day rule....
I thought all such cases would involve discussion before they were canceled.....

Other setups work better for starting early. My recent Vampires tournament was designed to take anywhere from 15 to Unlimited. However, running a copy of a real league with less teams seems less than ideal. I would also say that a tournament organizer has the responsibility of going to a TD before the 30 days is up to find out what is possible. Eg. How to get players to join, alterations, other options.

To save time discussing every situation, I typically follow the rule of thumb that every tournament gets a day or two extra to fill. If it's still not filled, I'll give it at least a few more days if it's close to getting filled and just post a friendly reminder. If the organizer has not been around or if the tournament is not close to filling, I go ahead and cancel it.

Ones that haven't started yet don't go on your record

It appears like the rule was never added to the handbook. I guess I'll need to put it on my tournament to-do list. You can find the rule here:

But, a canceled tournament is NOT recorded on your record.
