I have an idea for a speed tournament, but because I'm freeminum I can't create speed games. If I get tournament privs for it, would I be able to create speed tournament games?

You should be able to create them with the tournament privileges, but you can't play in them.

Also with tournament privileges for 5 tournaments at the moment I am not able to create speed games

its okay, if I can't create speed games, I'll ask the participates to play rt when the tournament gets started up

Lack has put this bug on his bug-fix list, but until he gets it taken care of, only premium members will be able to run speed tournaments.
