I would worry more about their employers making tax payments on their behalf. This is commonly called personal income tax withholding - you know, when you look at your paycheck and 50% of it is gone. If the government would just go after those people, a lot of problems would be solved ...

Foe listing a player will prevent them from joining games you are in, also you will block their chat, so if they say something in the game chat you wont see it, but everyone else will.

I was in that game, and know CPTMO does not employ multi's...if every bad player was reported for being a dumbass, C&A would clog the server. Ignore/Foe list the bad ones. This is what I miss about the old feedback system, one or two sentences that sum up the opponents skill and/or lack of.
