This is what I get posted on my wall for doing as I was told and asking him to change his rating.

What's the point of letting people submit abuse reports if nothing is done about the abuse? Why even warn him? In fact, why have a rating system if the integrity of the system is not enforced?

I contacted him and he basically said tough luck. What happens now?

I don't think he realized it's against the rules, otherwise he wouldn't have been so open about it. However, I feel a duty to report it. I'm not excusing him from the fact that he should have known the rules, but perhaps he can just get a warning.
