Nothing happens. He was warned for doing this, but that doesn't mean he is required to remove his old ones. Just forget about the whole thing.

Thanks for the response. I admit it took me awhile to notice it, I don't check my ratings every day, just once in a while.

Thanks also for the link to the guidelines, I didn't notice them before. I guess my issue is that if he's prevented from rating other users in the future, it doesn't help the people he rated unfairly in the past.
