Card Set Estimate

Can someone explain to me what this means in Ajax Bob? It doesn't seem to match the number of armies upon the next cashing in of cards and it's not a percentage, so i'm confused what the number mean? My guess, thus far, is that it's some sort of number out of ____ set up where the odds are, say, 8.2 out of ten let's say, but I don't know the number out of is for this to make any difference. Please help!

Let me elaborate...

if you have a figure that player 2 has a card set estimate of 8.38, what does that mean? It's not a percentage that tells me they this % chance of having a set. The number 8.38 does not match the actual current card redemption value of, say, 25, which leads me wonder what the number actually means. Does it mean that there is an 8.38 out of 10 chance they will have a card set, or does it mean that the chances are, say, 8.38 to 1 that they don't have a card set.
