GTA map

I don't know what people will think, but how about maps based on Liberty City, Vice City or San Andreas?
They could be split into neighbourhoods and gang territories and they all have separate islands etc..
Let me know if I should bother

Something that must be found out right away...the legalities of such a map due to copyright materials and names. I wouldn't pursue very far until there is some expressed written consent given to you by Rockstar or any other higher ups.

Uh since those games are based on real cities... why not make make your map based on those cities and come up with your own neighborhood/gangster territories, etc?

Let me try to guess where you live: you aren't in the us, you don't like israel, so maybe you live in the British Isles somewhere? Maybe Manchester or London?
