look at my game: 1814273

at game log you will see: "2008-02-21 01:58:04 - Aries22 deployed 9 armies on Lebanon"

is it because he miss a turn?

Yep, if you miss a turn, you get the armies you would have gotten that turn, but only after you've finished your attacks

pretty much... he received deferred armies for his missed turn, and then got to deploy them at the end of his turn... says that they were deferred in the log:

2008-02-21 01:50:24 - Aries22 receives 9 deferred armies for missing 1 rounds

more deployed
