I'm pretty sure that rifles are outlawed in Utah.
I suppose it has to do with interpretation and the fact that the 2nd amendment was ratified looking like this: "A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed." but it was written like this: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."vtmarik wrote: It says "A well regulated militia necessary for the security of the state, the right of the people to keep and bear arms shall not be infringed."
Militias can exist and people can have guns. I don't see how it can be any clearer.
