New map ideas layout.

From community suggestions and ideas I decided to change a few things.

Here's what they are:

With the handbook released we no longer have the guidelines post in here.
I moved index to map ideas into the map ideas topic as the first post.
Map ideas topic is now an announcement.
I removed the [Adv. Ideas] tag and am now stickying advanced ideas instead. I sticky an idea if it has clear progress being made and includes some sort of working draft. If you feel your idea should be stickied pm me.
