Found this link where you can download something like photoshop for free. My mates use it and say its just as good as photoshop.

from what i've been told you can create an image from scratch...But i aint 100% on thAT. Easy way to find out though

It's pretty good but I wouldn't put it higher than gimp. Still reckon it would be a good one to put on map making tools
