Getting back cashed cards

I have no factual data about this, but I find that, at the end of my turn, I often get back the cards I just cashed.

Could this be a bug?

I've noticed it a few times, but I think that's just because you take note of the cards you just gave away. So it might seem like it happens more often than it should. Assuming you're playing a map with 42 countries, you should get receive a card that you just cashed more than 1/14th of the time (depending on how many additional cards you are holding).
