Having it restricted to only when you're weak defeats the idea but if you're 3 hrs into a speed game and have to go resigning would save everyone else 15 minutes. Rules may force people to keep cycling their turns after they are beat but they can't force people to stay and play when real life calls. No one should be intentionally skipping turns anyway. If "life calls", life calls, but if it does call, you wouldn't be sitting there hitting "skip turn".
Usually you find out in advance that you're going to be missing your turns. I tried to get my games ended before my spring vacation, and didn't join any more, but a few went longer than I had originally expected.
