increase the length of titles

Make it possible to make titles of thread longer.

Increase the maximum length of a thread title by 10-15 charecters


This will improve the following aspects of the site:

• It will allow more information to be posted in Mafia thread titles
• It will allow tournament runners to attract more people to thier threads.

Of corse, abuse of such an update would be punishable...

I think that the maximum length of titles is determined by the layout, because it would make the forum view wider and stretch it out,
