I'm the cop, and, unless there are two of us, which I strongly doubt, he must therefore be part of the Mafia and trying to manipulate the townspeople for his nefarious ends.

I have additional evidence to support my claim, in the form of my night move, where I learned some rather interesting things, however I am unable to draw any definite conclusions at this point.

often, in games like this, the mod will put in one normal cop and one mad cop, i believe that's quite a common set up. However, this doesn't entirely take him off the hook, it still could be possible that he was scum that made a miscalculation.
