1) Nice job on the parchment look! better than when i did it! but the edges could use a little work... I suggest taking a small eraser brush around the edge and just make it look a little more natural (if your using GIMP, then a fuzzy 3 brush would work nicely

)
2) The actual map itself could use some work. I suggest doing the following:
Use a fuzzy selection brush on a picture of that area to get the outline and such of it
Fill that with the color u used for the parchment before you bumpmapped it and such
Remove the fuzzy selection (cntrl+shift+a) and then take a small fuzzy 3 brush eraser around the edge, like for the parchment
Somehow add a small (1 pixel or fuzzy 3 brush would work nice) outline around the main part of the map
Fuzzy select it again, and then do Select: Invert, create a new layer, and then fill the fuzzy select on the new layer with a color darker than the parchment (not much darker, but noticeably darker)
Remove the fuzzy select, then fuzzy select the area around the parchment, and erase in there
Move the different layers around so that the darker layer is below the main map part
Change the opacity of the land layer and the darker layer (WATER!!) to like 50% or around there. Maybe try different layer modes, like Overylay or Color.
that should make it look better, and maybe do the same sort of thing to the roses. Oh, and maybe make the roses layers fit onto the parchment and set their layers to maybe Color or Overlay, and mess around with the opacity.
If thats to confusing, maybe just pm me and ill try to let u know what i mean
oh and also add a legend onto the map. And territories.
