Comments: Viewing the board shows obvious diplomacy. Their common borders are not fortified, yet their borders with the myself and the other remaining player are heavily fortified. There is no mention of their agreement in the chat area.

This could also mean that they have their own game strategy so to speak. If we receive more similar reports involving the same players, we will look into this further.
