I like two's scheme, I don't mind the use of the brown as the neutral color. Perhaps I'd darken it a shade and alter some of the other colors, but I'm in favor of 2, though I still liked three a little as it is a new idea to the site.

looking back I like 4 better now, it needs some fine tuning around borders in scan.. but its overall better.

He means that you shouldnt distinguish between norway and swedeen and that that border should be gone...
I like the borders drawn in and I'm sure most people do.

I'd prefer them removed. I think the neutral territories should be there just to represent land mass, not individual territories. I guess it's not a huge problem either way though.
