I like the blood drops but you should make them just - 1 for the troops on it. THey are hard to get rid of now and if they get -1 auto deploy it would make a lot of territories only defendedby 1 troop.

I see the logic in that, but how do I do that? could you show me an xml example?

The poisoning, right: Rivers run down towards the lake. The owners of territories with rivers can "poison" (bombard) the territory beneath it (on the riverpath), which would lead to bad water and no fish...

The background looks good (did you create that grunge yourself?)
The borders look quickly drawn and don't fit well with the map. It looks like it took you 2 mintues to draw those. I like the text you've chosen. Although the small map may be a bit hard to read. Are you sure you need army circles on this map? The background is light enough, almost white.

I think you should make the poisoning river thing more clear. Also you could make the rivers slightly bolder because they are a little hard to notice. And do they run twards the lake?

Thanks. I blended a bunch of textures that I found lying around and created a brush from it. Army circles will come off next version. The boarders right now are pretty much just an idea, and thanks for feedback on that; do you have any ideas of how I could create decent boarders?

Yes, the rivers run from the mountains towards the lakes. what do you mean by more clear? sure, bolder rivers in the next version(;

I think there should be more thought put into the borders. They seem like they were just quickly drawn together. There are several things missing with the borders. First there should be several longer connecting territories in a rough path from one corner of the map to the other in order to make end to end travel faster. But it can't be too obvious, it should be descreat so when people are playing the map whoever can figure out the shortest way to get from piont a to point b will have a decent advantage. ( an Idea to do this would be to combine territories B25 with B24, G11 with G18, B21 with B22 then B02 with K09 then make the top part of B22 part of B02/K09 so G17 borders K09, B15 with B14 Then you have a chain going from the bottom to the top in 4 less territories. If you combine other terits then you could get one from the right to the left.)
Also, the territories with two water drops should have more terits that can attack them and be harder to hold because they are worth a lot.

Since you are not using colors to define bonus regions - I would suggest shading the regions for water/dehydration bonus instead of the water drops. The drops make the map look too busy.

As far as the borders themselves - maybe adjust the color - Kind of add a very little bevel or glow to it. See how I gave the borders a little bit of glow in the DustBowl map? Looks a little better than just strokes. I would also suggest extending borders into the non-playing regions. Making them darker or something.

It would appear that development of this map has stalled. If the mapmaker wants to continue with the map, then one of the CAs will be able to help put the thread back into the Foundry system, after an update has been made. ;-)
