A three game winning streak for a new recruit is no big deal, and doesn't necessarily blurt out multi. Look at the people he is beating...not too many high rankers there.

True...but a New Recruit who can win three out of three seems to have potential.
I'm also trying to encourage more New Recruits to stick around here; to deal with our apparently dropping member count.

More power to you, I hope you are successful at convincing them to stick around. I am afraid that mentioning "multi" might discourage new recruits. I might get suspicious if his winning streak became 7-10 games. But in the game you are playing with him, it looks like he will be the first to be eliminated, so no need to worry about that.
Oh please, don't be absurd. Just because a new recruit actually knows how to work the site doesn't mean they are a multi.
It's almost as if new recruits should feel obliged to play badly these days in order to prove they only have one account, which, in my opinion, is quite sad.
And he/she is playing "normal" maps (except for civil war) and sequential. Hardly red flags there. Aceyle1 has a great future here, until they come into the forums and start getting banned for no good reason. Then they will get disgruntled and leave.
nothing wrong with a little bit of man on dog love.

This is probably part of his training, Israel needs military strategists.

That's nothing special. Considering that CC isn't the only place anyone has ever played a certain strategy game, it isn't even close to unreasonable that someone with extensive experience and a bit of luck can win a bunch of games right off the bat, and keep winning, especially with classic maps.
