Freezing time during computer maintenance / down times

Suggestion Idea:

Wondering if it would be possible to "freeze time" during those periods where there is computer maintenance happening or when there are computer problems.

Specifics: The clock literally stops for everyone during the above periods and resumes when all is well again. This way no one misses out on turns

Why it is needed: No missed turns, no unfair advantages to those who have NOT missed turns

80% sure this has been brought up before and is not possible, due to requiring a bunch of extra work or something.
