Depends on the tournament. Some allow it and some do not. However, if a tournament allows it, then there is no question that it is fair...diplomacy is a part of this game for many people.
...I prefer a man who will burn the flag and then wrap himself in the Constitution to a man who will burn the Constitution and then wrap himself in the flag.
