Well obviously they CAN, because they just have, whether or not its appropriate is a different matter. Have a read through the Complaints and Abuse forum to see whats acceptable, and what isn't.

You can also set rules for your inbox, so that any PMs from anyone on your foe list will be automatically deleted.
