It is wrong to do this, he does look to have a slight bit of honour saying that he would post in game chat, however the PM would class as secret diplomacy to me, but only on his part, not entirely sure of the guidelines for this though...

If your going to put it in the chat anyway, why not discuss your agreement in the chat? Isn't that one of the reasons its there?

Any form of diplomatic discussion between opponents must be posted in the game chat.

You discuss it in the game chat so everyone else in the game is aware of a truce or a coordinated attack. If you do that at least it's not secret...........get it?
