I've got to admit, their homepage, although probably based on ours, is much better than CC's. Not to mention... dice! By the way, here are their ripped versions of Circus Maximus, British Isles, and Waterloo, based on our Doodle Earth map:

Q: Can I change my username?
A: No. Once your account has been created, your username cannot be changed. If you absolutely must change your username, your only option is to create a new account.
Q: I suspect that someone might be using more than one account. What should I do?
You really don't need to do anything. If someone is in fact cheating, we will identify it during our next log scan. If you'd like, you can report it to our support department, but we won't be able to discuss the details of our findings with you.
Can't the owners of these maps do something about their outright theft of intellectual property?

You probably could. But it would require some significant effort and tenacity. Probably a lot of headaches. A decent amount of time and maybe some money. I don't know if it's worth fighting that battle (at least for individual volunteer cartographers who probably don't have legal consult established).

I wouldn't be surprised though if a nicely-worded (i.e. threatening) letter to the site owners might get them removed. The THREAT or POTENTIAL for legal troubles will many times eliminate a problem.

I joined the site last year, and their scoring system was awesome, an idiot could get to #1 with enough time. 1v1 has no neutrals and the creator always goes first
(this was before I had premium here)

Well, AFAIK this was tried by one of our mapmakers (can't remember which, but there was a thread about this same thing in the foundry forums a while back). They practically said "ha ha, you can't do anything to us, watch us rip off your hard work to make some more money out of our crappy copy-cat site".
The best way to hurt that site is to take away as many member as possible. Go on that site make a account with the same name you have here at CC. Play a game and advertise.
"Hey do you like risk type game? CC is way better try it out"
