I did this little proxy thing once with my computer where my internet was running though Chinese and Hong Kong controlled computers... it was kind of interesting but I could get Conquer Club pretty easy... albeit slow.
The Hammer and Sickle, to my knowledge, are banned in certain countries, but I don't know quite how harshly. I agree with your view on this subject. Showing the German flag of 1940 on a map depicting WWII, is perfectly proper. BUT, and here is a real big BUT, I have seen this very thing come up on one of the WWII maps. I forgot which one it was, but the German flag was not allowed by CC. Personally I think it was a case of PC going amok. I dunno, if the flags or persons you'd want to put on a map were used correctly in the historical sense then you should be okay... but be aware that if the community sees it as a problem, it will likely have to be removed.
These images are floating around on various maps, Lenin, swastikas, the Southern Cross, Hammer & Sickle, etc. but all these are used a historically accurate way, and are usually subtle.
