That would stricly depend on their level, because while Blastoise is the third stage evolution and has better overall stats for the most part, pikachu cannot be evolved without a thunderstone so could go as high as level 99 while Wartortle evolves at level 42...

And id like to point out i remembered all of this without looking any of it up, as I was an original member of the Pikachu Clan here on CC...
