No, it's a Gourdoscope. One uses it if one is out of one's Gourd, to try to find one's way back to reality. Unfortunately at the time, bk couldn't find the eyepiece...
I have one of these myself. The difficult bit is working out whether to look through the end that makes things bigger or the one that makes things smaller.
