Off the top of my head, Shrek has to be in there, so does The bank Job. Dark Knight, certainly. The second Lord of the Rings, and can we count Gladiator? It was 2000 I think, so might not count.
Apaloosa. Um, Hoodwinked. I wish it had been a little shorter, but King Kong. Among a host of dull superhero movies, Spiderman 2 was jolly good. And finally, State of Play. I'd probably come up with a different list if asked at a different time, but that'll do for now.

Well they are worth checking out as they are all fucking ace films. There is nothing on that list that hasn't been critically acclaimed on all accounts either so I don't know where you've been hiding the last decade

Lord of the Rings at the top for me (count the trilogy as one long epic). Gladiator would be #2 with The Dark Knight at #3, and after that a mixture of the new Star Wars movies, Transformers, National Treasure, Slumdog Millionaire, Pirates of the Carribean, Shrek, Spiderman and although I hate the movies Harry Potter just because I love the books and love Emma Watson.

Is there a minimum number of dollars spent on advertising and production for this list?

Who is that directed at? A number of the films I listed for my top 10 were actually low budget productions like Sideways.

No.
f*ck The Departed.
It isn't even original.

Edit #1:
Infernal Affairs
http://www.imdb.com/title/tt0338564/
...and it's American rip-off...
http://www.imdb.com/title/tt0407887/

Edit #2:
So one of the writers for The Departed was one of the original writers for Infernal Affairs...
Maybe he's just a greedy bastard.
I disapprove.
And personally, I say forget anyone that doesn't like reading subtitles. Let them talk in their language and give me subtitles.

if we're talking major motion pictures only (not indie films, of which there's been many amazing efforts this past decade, such as Moon, Open Water, and Inland Empire)

10. Shaun of the Dead/Dawn of the Dead '04/28 Days Later (they don't deserve separate spots on the list, but i'm too much of a sucker for zombies not to include these)
9. A Scanner Darkly
8. Memento
7. District 9
6. Eternal Sunshine of the Spotless Mind
5. Amelie
4. Children of Men
3. Gangs of New York
2. No Country for Old Men
1. There Will be Blood

I agree with Shaun of the Dead and Children of Men.
I didn't get blown away by District 9, but I thought it was good. Not good enough to make it on my top 10, regrettably.
No Country for Old Men wasn't bad, but... I didn't get the entire plot of the movie. Of course, what's-his-face was probably one of my favorite bad guys in a long time. Call it, friend-o.
By the way, what's that one song the old man plays in Children of Men?
I wanted to blast that while driving around, giving people a "WTF?" reaction.

In no particular order:

Crash
The Lord of the Rings
Shrek
No Country for Old Men
Avatar
The Dark Knight
Star Trek
300
Kill Bill 1
Fight Club even though its 99...its that badass.

Too many to chose from, these are some of my faves.

I'm pretty sure The Matrix was last decade. (The original.)
Otherwise, yeah, top ten for sure.

Yeah, I looked it up and Matrix was '99. The 2nd and 3rd weren't as good all-around as the first, but the theme they kept throughout was great.

My gimmes:

Lord of the Rings - I can't think of a more "epic" film ever. It truly put me in awe, watching all of them in the theater.
Shrek - 2 was shitty, and I haven't seen 3 or 4, but the original set a new standard for animated movies. It's hilarious for all ages, which is difficult.
Saw - People are probably going to have a cow over this, but I thought the first one was the best horror this decade, period.
Gladiator - Truly, a great all-around movie. This movie alone made Russel Crowe one of my favorite actors.
