Its not as much that you even want to play them at once, but set them up. If you set up 5 games, you may very well want to set up 5 more in the middle of those first ones, to insure you have another 5 ready to play. Its very possible, just not on all maps or settings. You make good points, but if this cap were on just games awaiting players, wouldn't 10 at once be a reasonable limit? 10 is also a fairly small number and if someone is dumping it should be obvious inside of those 10.
I completely agree a limit should be set, and should have been set, but people should not be punished because a few decide to go out with a bang. I cant imagine anyone needs more than 10 though, even if it is possible to play that many.
