In this game rclozano has had about 10 rounds in which he could have finished me off being 20-1 with more troops but has decided he needs to put 100's of troops on the map even though I am on a territ which can only be accessed by one territ.

Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games or deliberately benefiting from thrown games, intentional deadbeating, holding players hostage, serial teammate killing, hijacking accounts, systematically "farming" new recruits."
I can't think of any way to end this other than intentionally deadbeating and I wouldn't be suprised if he filed a c and a report about that....
