Random invites = not allowed, just annoying, or neither?

Are random invites not allowed, just annoying, or are most people OK w/ them?

I often create games and have people way below my point level join
them (beneficial to neither of us), so instead thought I'd start
inviting/reserving games for people closer to my point level (using the
leaderboard + filtering for preemies + filtering for people who play
frequently).

So far, most of my invites just expired, a few actually joined my
games, and a couple of people cursed me out.

Is there an official policy and/or general feeling here?

As general feelings go, personally i think this is bad man. Don't invite people you do not know, and have not asked or indicated they want to be invited.
However, below it said its neutral, and i'd rather take that advice then my own

I'd actually say it is more neutral.

I get random invites from people I've never played with from time to time. As long as they aren't spamming me, I don't have any issue.

Its actually quite common...when i was a major (seems a long time ago) i had regular invites from players of a similar rank that would set up 8 player games and invite captains and above. It proved a hit as we had enjoyable games and didnt get noobed.
As for annoying how hard is it to click decline if you dont want to join?

i have gotten mails sent with lists of games. getting an invite without any other message would be bad for me, i only play a few games now so i join all invites, they must be from prior engagements...

Purely my own opinion, but invites from individuals I do not know do very much annoy me (tournaments aside, of course).
