Why?
Gimp is perfectly adequate for mapmaking.
I don't know about actual photoshop, but I have photoshop elements and I find it harder to use than gimp.

Photoshop has a lot of convenience features that Adobe cuts out of Elements, so that's your issue with harder to use.
