Powerpoint is inadequate for creating graphics that are acceptable by CC standards. Of course initial drafts can be made with it, but if one wants to get a map through all the way then one willl need better graphical tools.

Well, not really. It's always like this in the Foundry. For the most part, there efficiency of the Foundry has improved greatly from the times I started mapmaking. In the first forum, where initial drafts are posted, some maps have to wait longer than others - this is because the foundry mods want to ensure that the mapmakers have the capability to develop their maps up to CC standards. As for the last forum, Final Forge, maps have to wait somewhat - I suspect this is because the mods don't want to flood the players with too many beta maps at once, so that all of them can get sufficient attention and no flaws will go unnoticed.

As for making maps purely for certain game types - well, this is certainly something that could be considered, and this has been discussed before inside the Foundry. I can't remember right now what were the results of those discussions, or if the admins etc. had a stance on the issue... either way, allowing these kinds of "specialization" maps (maps for certain amount of players, map for only team games, maps for only assassin, etc.) could be a way of bringing more diversity to the maps, without having to implement new XML features constantly. So, in principle, I'm not against the idea.
