By this I mean, first come up with an idea for a map. Then come up with a gameplay that suits the idea. I think this was the main point he was wanting to you get from the article cheez. What's the details behind the map? I could easily pull a picture of ohio with its counties defined, and ask someone to finish and say ill give them some credit, but that's not really making the map. These guys spend A LOT of time behind their maps, its not something you just throw together.
