Requirements to Play
- All premium players will be accepted unless you are banned due to poor sportsmanship in another tournament of mine.
- If you are a non-premium player, you must have completed at least 15 games and have an Attendance of at least 95% turns taken, as stated on your profile page. You may also be banned due to poor sportsmanship in another tournament of mine.
- Any form of violation of the Rules of Conquer Club found at http://www.conquerclub.com/public.php?mode=rules (including any approved withstanding rules, decisions, or judgments from the Multi Hunters and/or Cheating/Abuse Team) including, but not limited to, creating "multiple accounts", engaging in "secret diplomacy", "throwing games", and/or taking part in any form of collusion or actions taken to provide an unfair advantage to oneself, and/or to any other player in the tournament, that is against the spirit of sportsmanship may result in expulsion from the tournament. The organizer has full judgment in making these decisions and may employ assistance from the Multi Hunters or Cheating/Abuse Team in assessing a situation in which there is suspicion of cheating or rule violations.

The tournament will feature two game types; 1v1 and 3-8 player singles, to take place on nearly every Earth map. All play begins in Stage I, in which there is 1v1 play. Following Stage I, there will only be 3-8 player singles games.
Though CC is hosting 3 Official World Cup events, this tournament is certainly a much different tournament. The 2011 World Cup is more freemium-friendly (requiring only 1 game slot), has a totally different format (two different game modes), and uses the Earth maps instead of the World Cup map. It is a sequel to the 2010 World Cup of Risk that I have been arduously working on for months.
Now look through the 5 leagues below and find your favorite division. They are highlighted in blue. The name of the division corresponds with the map you will be playing on in the division. (there are 32 divisions.)

Regardless of the variations in tournament format across the 5 leagues, the tournament structure is fair. The following two golden rules will always apply, regardless of format:
- The League Final in any league will always be made up of one-quarter (1/4th) of the players in that league. In other words, 1 out of every 4 players will reach the League Final.
- The World Cup Final (which has all the winners of the League Finals) will always be made up of one-sixteenth (1/16th) of the players in the tournament. In other words, 1 out of every 16 players will reach the World Cup Final.

USA Conference: The top 2 from each division in Block A (8 players) are randomly divided into 2 Standard games of 4 players. The winner of each game moves on to North American Final. The remaining 6 players are randomly divided into 2 Standard games of 3 players. The winner of each games moves on to North American Final. Thus, 4 out of the 8 players advance.
Canada Conference: The top 2 players from each division in Block B (4 players) play in a 4 player Standard game. The winner moves on to North American Final. The remaining 3 players then play in a 3 player Standard game. The winner moves on to the North American Final. Thus, 2 out of the 4 players advance.
Stage 3: The League Final
North American Final: Includes 4 from USA conference, 2 from Canada Conference, 1 from Mexico Division, and 1 from Greenland Division.
The 8 players are randomly placed into 2, 4-player Standard games. The winner of each game advances to the World Cup Final.

Stage 3
European Final: 12 players have advanced: 4 from the British Isles Conference, 2 from the BeNeLux Conference, and 1 each from San Marino, Malta, Italy, Portugal, France, and Germany.

Stage 2
Asian Final: The 4 players, 1 from each division, play in a 4-player Standard game. The winner of the game advances directly to the World Cup Final.
Players will be ranked by wins. If you advance from your division you will face opponents on larger maps from the same region, qualifying from other maps in other locations of the continent. For example, if you advance from the Jamaica division, you will face opponents on the South America map, qualifying from the Brazil, Haiti, and Central America divisions.
Eventually, with great skill and a bit of luck, you just might reach the Final, facing opponents qualifying from the entire globe.
Format of Round-Robin
The order of how players are listed in their division (before play begins) will be random (#1 through #4), and players will face off in this fashion:
Round 1:
#1 player vs. #4 player
#2 player vs. #3 player
Round 2:
#1 player vs. #3 player
#2 player vs. #4 player
Round 3:
#1 player vs. #2 player
#3 player vs. #4 player

One round will be available at a time. Once all games in a round finish, the next round shall be sent. Every player will play the same number of games as the Red player, and the same number of games as the Green player.
Tie-Breaker Policy
If more than two players have the same number of wins after all six rounds of divisional play, then a Standard game will be created for the players with the identical ranking. The winner of the game is ranked highest. The player in second place is ranked next highest. The player in third place is ranked next highest, etc. Thus, the player eliminated first would be ranked lowest.
World Cup Final
Host Map: Classic
Includes 2 players from North American League, 1 Player from South American League, 3 players from European League, 1 Player from African League, and 1 Player from Asian League.
The 8 players play in 1, 8-player Standard Game, with the Universal Settings. The winner of this game is the champion of the 2011 World Cup of Risk!
The name of the division, conference, or final ALWAYS corresponds with the name of the map used.
Reserves Policy
Players will have approximately 72 hours to join their games. The organizer shall begin sending messages to a player that has not yet joined a game within 48 hours. If there is no response and the player is deemed "inactive" after approximately 72 hours, then a reserve shall replace the player.
However, if the organizer is informed ahead of time that a player may not be able to join a game, the organizer may allow extra time for the player to join the game.
If a player is banned from the tournament, from Conquer Club, or is unable to play in the tournament for any other reason, the player shall be replaced by a reserve.
If a player fails to join a Conference game, League Finals game, or the World Cup Final (or cannot join a game because he is banned), the organizer may call upon the highest-ranked player that was eliminated in the previous Stage to replace this player, rather than calling for a reserve.
Alternatively, or if necessary, the organizer may host play-off matches if a player fails to join a Conference game, League Finals game, or the World Cup Final.

The tournament shall begin with no less than 4 reserves. When a reserve is needed, the tournament organizer shall select a player on the Reserves list that is closest in level of experience of the player that is being replaced. "Experience" shall be based on the players' scores and the number of games completed, particularly the number of games completed on the map on which the reserve would play on.
In any case, the organizer has full judgment with regard to the Reserves Policy.
If a player, in the organizer's opinion, intentionally fails to join a game in Stage I due to the player's knowledge or belief that he cannot advance from his division, this player may be banned from future tournaments due to unsportsmanlike behavior.
Furthermore, the organizer may ban a player for intentionally dead-beating or intentionally performing poorly in a game in Stage I due to the player's knowledge or belief that he cannot advance from his division.
