How are the winners/losers from each game determined? If there there was just one game it would be obvious to me, but there are two!

I send out 2 games a round, If you win a game, you move on in the winners bracket, if you Do not win a game, you are sent to the losers bracket, But if you win both games, ill send out a tie breaker game That has the 3 players that didnt win a game, So the winner of that game move on to the Winners bracket, while the other 2 do not, hope this helped!
