Quick clarification please, does it matter if you attack/bombard a neutral instead of the opponent; in other words ANY successful attack/bombard counts?

Yes, ANY succesful assault (be bombard, be attack), is considered enough. Just think it like that, anything that gives you a spoil (if it were with another settings of course) is valid.
