Changes to what is possible with the xml.

* Suggestion Idea:

The xml should be updated or changed to allow for more innovative gameplay being thrown aroudn in the map foundry

* Specifics:

I would like to see:
1. territories that can be attacked but not conquered
2. territories that cannot be fortified
3. bonuses that can be attained by holding any X of a total Y number of territories.

* Why it is needed:

because current work arounds in the xml requires millions of lines of code or are sometimes impossible. changes in the xml would allow for some great new types of game play.

* Priority** (5): next update please. there are already maps in production that are waiting for xml updates to go forward.

I would also like to see territorys that can move around or territorys that can be attacked both ways one turn and then one way the next
