Seems to me quite plausible that these are two pen-pals (possibly from England and Spain no doubt) that enjoy playing Risk together. Perhaps they have mutual goals of winning the game, can you blame them? I'm sure they'd like to see each other in 1st and 2nd place. However, this arrangement is not clearly indicative of a secret alliance or a multi.
