...when mods get to mod their games? For example, we can agree that the main mafia forum could easily become oversaturated with just a few more games being opened. So what I was thinking is to create a sign up system where we decide who gets to mod the next game when one finishes, so that it simply doesn't become a race to get their game up first and clogs the forum.
This could also work as a reservation system for your theme, a way to "copyright" your theme so no one will steal it for the time being while you're still working on it.

I'm not to crazy about the idea. As far as the "copyright," there's an "upcoming games" announcement sticky that seems to serve well enough.
If you're worried about too many unfilled games, I would favor maybe a set time limit. Say, your game doesn't fill, doesn't look as though it's gonna fill any time soon, and it's get moved to the archives. If there's renewed interest, then it comes back. Having a queue system for modding seems excessive to me.
Well if it's moved to the archives it won't gain any viewers, which would make the game die out. It takes a while for games to fill because we do not really have that big of a group. I've played a few games so far and I've pretty much met everyone who is frequent to this side of the forums. We have about 30 regulars and the rest are at random it seems.

This has been suggested many times and it has never really gone through. Even when it was close there were concerns about how to run it. Personally I think we should just stick with what we have.

Yeah this. Once we push the thread to archives, it's going to get lost in all the completed games, not to mention the games that finish after it's been moved, pushing the thread further down.
I think it is good that people want to try to improve things but I don't like this idea. Sometimes games take a while to fill but the mod knows this if he starts a large game. If there are too many games going people normally join as they die in other games.
A few times I have seen games that are never going to fill or the mod gets busy and they get dropped.
Also people know when they are going to be busy so plan to mod when they know they can commit to it. I think only letting them mod in a certain order could mess that up.
The way it is now works great. I would only support a variant of this that allowed for people to make sure there are always some small games to join. Big games that are highly anticipated are already pretty well represented by the current system.

It could be a good measurement of other players' confidence in your ability to mod. An unfilled game may indicate one should find a co mod or perhaps find a better theme. If the mod is willing to scrap the game, I would be willing to move it to the archives, but I'm unwilling to just arbitrarily move it.
