Yes. If it is not the default of 1 for 3, it's written on the map, like on King's Court, where there is no territory bonus or Eurasia where is is 1 for 4 or Conquer Man, where the territory bonuses change depending on how many territories you have. Yea, as you say, usually... Route 66 is different, and I'm sure many others are too...also, the starting locations are usually all the locations, except neutrals. (which is usually nearly all the locations anyway, unless some are ridiculously overpowered to start with.) you could try to look at the map forums.
