Boats to cross water

Heres an idea......

How about if you are going to cross water you need to have 3 pieces, then you can have the option of turning the 3 pieces into a boat. Then add more armies to fill the boat

(the boat / 3 original pieces are lost upon landing - the troops in the boat are left to occupy the territory or go on attacking)

I think we should keep the the Risk game because as this is acually Risk, boats would be to complex and im sure not many would be in favour...but lets see what other people think shall we
