I think you should be able to give your ally territories, though. Nothing is more frustrating that losing like, 6-7 guys trying to take a 1-army territory from your ally.

But it's part of the game. If you want the country bonus you have to be willing to make that sacrifice. If you don't want to take the chance then don't attack each other.
