I say our own citizens are the problem. We need a civilian army just as capable of our US Army. Citizens are the true terrorist our government needs to look out for. Why else would they release 68000 illegal aliens? They cant be the problem. We are. That's why we are tracked by NSA.

Who said 'the only thing we have to fear is fear itself'?

I'm pretty sure it was either Albus Dumbledore or Yoda but I'm not entirely sure which.
