Quite a simple question :o
During a game using FOW ... are you allowed to say where people are?

Yes, you can say anything you want about opponents' troops, territories, etc. It doesn't even have to be true. There is a section of the rules that states this, but I don't recall where at the moment.

Just be aware that other players may not like it if you do this, and may complain or give you a bad rating.
