If it is possible could you post the comments whether they are from a game or if they are from private messages. Also do you have any games that can point to this player being a multi or conducting secret diplomacy. Your initial accusation of ratings abuse may not hold up because a brief examination of this player's ratings shows that he or she appears to have some variance in the ratings. While this player does rate some players poorly other player are rated rather well.
