dumb spoils question

I was in a nuclear game and a competitor insisted that it was possible to have more that one spoils at the same time. I.e. I have austria card and another player has the austria card at the same time. I have never seen this and have always thought it a good strategy to stack on a card that I have. I don't see this anywhere in the rules. Clarification?

This only happens if the # of cards in peoples hands ever is greater than the number of territories on the map. if you get a large number of players on a small map it can happen. The game will use every available territory before duplicating cards.

It is possible if all the terts are held.
Ie 12 players on classic are all holding 4-5 cards thats at least 48 cards(classic has 42 terts) so some of them will repeat.
Used to happen to me playing 6 player nuclear Luxembourg fairly regularly.

Even if it wasn't true, stacking on territories you have can be dangerous, if you get to five cards and are forced to cash that territory simply because that's how the colors lined up. It has certainly happened to me and now I am pretty careful about attempting that.

yup. happened to me loads of times, or seen it happen loads of times on luxembourg with roughly 6 players too. I used to count cards to figure out when it would stop being safe to stack.
